Guidelines for transportation of relief goods by Pakistan’s
National Carrier PIA (Pakistan International Airlines) Please note
following for guidance of donors of relief goods. 1. PIA will
transport relief goods shipments from UK to Pakistan on Free of Cost basis (Nil
Charges for Freight, Fuel/War Surcharges) on Subject to Load (Sublo) basis without displacing Revenue Cargo. 2. Charges
going to PIA Handling Agent for the handling @ £ 0.0825 per kg and
Security scanning @ £ 0.0825 per kg will be paid by the donor. 3. To qualify
for FOC transportation by PIA, donor is required to fulfill/meet following
requirements, a) –
Donors will be required to submit the endorsement/recommendations from the
officials of Pakistan High Commission/Deputy High Commission/Consulate/Embassy
etc, to PIA Cargo office- UK at London Heathrow (personally, by post or scanned
through e-mail to lhrfapk@piac.aero and
lhrffpk@piac.aero

– Provided it is consigned to a known Charity/NGO Name, C/O
Chairman NDMA (National Disaster Management Authority) of Pakistan. FOC
relief goods Shipments can not be sent/consigned to
individuals. 4. PIA Office
will advise its Cargo GSA to book these goods on FOC basis and only after
booking is done, respective Cargo Handler of PIA at London, Manchester, Leeds Bradford,
Birmingham and Glasgow will be advised to accept them. 5. Packing and
labeling of relief goods will be the responsibility of Donors. They will
deliver the shipments in properly packed condition at PIA Cargo Terminal at
airport not prior to 48 hours before flight departure time. Services of
PIA handler can be obtained for labeling at agreed rates payable by the donor
directly. 6. Donors have
to hire themselves the services of Custom Clearings Agent for making Export
Custom entry. They generally charge between £ 25 to
£ 50 per shipment. Services of PIA Cargo Handler for Export
Customs entry can be hired at agreed rates payable by donor directly. 7. Relief
Goods shipments in ready to move condition with customs entry arrangements done
can be delivered at following airports only after getting confirmation from PIA

package size that can be accepted, Width :
58 in. Height: 62 in Length: 125
in. It is
advisable that package size/shape should be easy to handle and can be stacked
to build a height of 62 inches on aircraft Pallet Sheets (125 inches X 88 inches). 9. Since most
of the donors would be sending the goods for first time in their life, hence
might feel the procedures/instructions complicated/cumbersome which are just
normal for the export of ordinary goods with the only difference that PIA
charges will be nil in this case. 10. It is
therefore recommended that individual donors may be advised to send it through
some Charity organization/NGO in their areas who has
the resources to fulfill forwarding requirements/documents at both ends. They
can even hire the services of Freight Forwarders who are well versed with
Custom procedures/documentation/packing requirements. Due to legal
implications PIA as a carrier can not recommend any particular NGO/Charity
organization or Freight Forwarder or Custom Clearance Agent. Donors have to
choose it at their own. They can be searched through websites. 11. Attached
is PIA Schedule of flights operating from UK. 12. Collection
and Custom clearance in Pakistan will also be the responsibility of NGO. If
goods will not be collected within few days of arrival in Pakistan, its
delivery will be taken by NDMA automatically due to limited storage capacities
at cargo warehouses. Free of Cost Relief Goods Despatch Procedure through
PIA Goods consigned to an
“NGO”/”Charity” or “PIA Flood Relief” will
be transported on FOC basis - No FOC transportation to persons/individuals.
If donor does not know to which NGO/Charity to send goods, he may send it to
“PIA Relief”. PIA will hand over these goods to organizations like
Army, Red Cross, NDMA etc at destinations for onward
distribution to the flood victims. Individuals can send only ready to eat dry food stuff
packed in 15” X 15” X 12” card board boxes as per PIA
guidelines. Please visit PIA website for more details (www.piac.com.pk). However, Charities/NGOs may send following items as well, -

Clothing (new only) 1. For weights up
to 100 kg - 200 kg, no prior booking is required. Individual donors of goods in
these limited quantities may walk in to PIA Cargo Terminals airports. For weights more than 200 kg, get prior booking by

deliver them after confirmation of booking. 3. Please deliver relief goods in
