Incentives/facilities available in the Export Processing Zones and Special Industrial Zones in Pakistan

 

The Export Processing Zones Authority (EPZA), working under Ministry of Industries, Production & Special Initiatives has been entrusted with the responsibility to plan, manage and operate Export Processing Zones.  The details of ongoing EPZ projects indicating geographical locations and details of incentives/facilities are indicated below

 

A. On going EPZ Projects

 

      1)        Karachi Export Processing Zone (KEPZ)

 

              Location of KEPZ:

 

Karachi Export Processing Zone is located adjacent to the Landhi Industrial Area(Extension) within a distance of 18 Kilometers from the modern Quaid-e-Azam International Airport, 20 Kilometers from Port Qasim and 35 Kilometers from the highly modernized and developed Karachi Seaport.  The Zone is linked with the National Highway network.  It offers effective and convenient approach to the markets of the Middle East, Far East, Africa, Europe, and American to the new markets of Central Asian Republics.

 

              i) KEPZ Phase I (Area 200 acres)

 

Fully in operation, garments is the dominant sector followed by electronics, chemicals etc.  This phase is fully allotted to the investors, however, plots can be acquired under sale/transfer procedures with the existing investors if they wish to sell.

 

 

              ii) KEPZ Phase II (Area 100 acres)

 

Development of infrastructure is complete.  12 acres allocated for hi-tech, Gem & Jewellery, technology based industries.  M/s Y.K.K. have acquired 12-1/2 acres for production of garment accessories.

 

 

              iii) KEPZ Phase III (Area 200 acres)

 

Land has been acquired and reserved for state of the art modern Information Technology Park.

 

 

Existing land rates in KEPZ

 

i)  Security Deposit (Industrial Plots) @ US$5 per Sq. meters

ii) Security Deposit (Trading plots) @US$20 per Sq. meters

 

Annual Ground Rent (Industrial Plots) @US$1.50 per Sq. meters

Annual Ground Rent (Trading Plots) @ US$2.50 per Sq. meters

 

 

      2)        Gwadar Export Processing Zone

 

An area of 1000 acres has been allocated for Gwadar EPZ.  Larger size of plots of about one (1) acres each would be offered to investors who can set up diversified type of industries; light engineering and food processing including fish etc. are considered very suitable for Gwadar Zone.  A Specialized package of incentive for Gwadar EPZ is being finalized by the Government.

 

3)                Sialkot Export Processing Zone   

(Managed by Punjab Small Industries Corporation)

 

              Diversified products located in the Province of Punjab

 

4)                Risalpur Export Processing Zone   

(Managed by Sarhad Development Authority)

 

              Diversified products located in NWFP Province

 

5)                Gujranwala Export Processing Zone   

(Infrastructure being developed)

 

              Diversified products located in the Province of Punjab

 

      6)        Saindak Export Processing Zone    

(Operated by Chinese company)

 

              For exploration of Gold and Copper in Chagai, District, Balochistan

 

      7)        Reko Diq Export Processing Zone    

(Operated by Australian Company)

 

              For exploration of Gold and Copper in Chagai, District, Balochistan

 

      8)        Duddar Export Processing Zone   

(Operated by Chinese Company)

 

              For exploration of Lead and Zinc in Chagai, District, Balochistan

 

      9)        Tuwairqi Export Processing Zone   

(Operated by Saudi Company)

 

              For exploration of Steel Billets located in Port Qasim Area, Karachi

 

KEPZ attracts investment projects in orientation in advanced technologies.  The investment scope is high for the industries in hi-tech viz electronics.  IT related products and Gems & Jewellery.  Pakistan processes large gemstone varieties and its untold riches of coloured gemstone and gold need to be tapped for value addition.

 

i) EPZA invites investment to build a Hi-Tech seven ((07) storey building with basement on area of 12000 m2 on B.O.T. / B.O.O. basis with following features.

 

§   Facilities to be offered in the Hi-Tech tower:

 

§   Independent Modern Offices      Supporting Environment

§   Uninterrupted Power Supply      - Swimming Pool

§   Fiber optics in each office         - Food courts

§   27 hours – 7 days security        - Snack Bar

§   Exemption from foreign exchange regulations   - Garden like surrounding

ii) Incentives offered to EPZ investors in all the Zones of the Country

 

§   Free movement of capital

§   No minimum or maximum limit for investment

§   Duty free imports of machinery, equipment and material

§   No sales tax on electricity and gas bills

§   Obsolete/old machinery can be sold in domestic market of Paksitan after payment of applicable duties & taxes

§   Freedom from National import restrictions

§   Foreign Exchange control regulations of Pakistan not applicable

§   Production oriented labour laws to be solely regulated by the Authority

§   Relief from double taxations subject to bilateral agreement

 

 

Facilities

 

§   One window service and simplified procedure

§   All infrastructure facilities like water, electricity, gas, and telephone are made available by EPZA

§   Skilled & un-skilled labour available in abundance

§   Sub-contracting without limit on variety and quantity is allowed outside the zone as well as within the zone

§   GSP concessions given by various countries to imports from Pakistan are available to the manufacturers in the zone

§   Peaceful, secure and environmentally protected pollution free work area

§   Inter-unit transfer of finished goods among exporting units allowed
